The Tennessee Titans have finished last place in the AFC South division in consecutive seasons. New general manager Mike Borgonzi is hoping to restore a competitive roster after a string of bad offseasons landed the Titans in their current predicament. The organization's future outlook relies on the development of No. 1 overall quarterback Cam Ward.

The Titans remain in the early stages of their rebuild. Ward could always accelerate the process, but Borgonzi and president Chad Brinker wisely took a patient approach this offseason. Draft-and-develop is the mantra.

The Titans are attempting to gradually grow back into an annual contender. That could arrive with short-term pain while in pursuit of long-term, sustainable results. There are no shortcuts. The Bleacher Report recently predicted which teams will finish last in every NFL division throughout the 2025 campaign.

They chose the Titans to finish last in the AFC South this season.

"Tennessee Titans fans should be excited about No. 1 overall pick Cameron Ward," Moe Moton wrote. "He can make throws all over the field, extend plays with his legs and finish drives on quarterback keepers. However, Tennessee has a below-average supporting cast around him."

The Titans have a mixture of veterans and rookies around Ward. Borgonzi added four pass-catching weapons via the NFL Draft process. Ward will be somewhat reliant on the combination of Elic Ayomanor, Gunnar Helm, former Miami teammate Xavier Restrepo, and Chimere Dike this season. Veterans Chig Okonkwo, Calvin Ridley, Tony Pollard, and Tyler Lockett will need to be productive to help remove some pressure.

"Unless one of the rookie receivers exceeds expectations, though, Tennessee's offense will be a work in progress," Moton added. "The defense, which allowed the second-fewest yards last season, will keep this team in games."

The Titans want to build a long-term Super Bowl contender. General expectations for the 2025 campaign remain low. The outcome partially relies on Ward's rookie form, but Bleacher Report believes a last-place finish for a third consecutive campaign is on the horizon.
