Titans invest in Will Levis' development in ESPN's latest 2025 NFL Mock Draft

Tennessee Titans starting quarterback Will Levis has been performing better down the stretch of the 2024 season. Despite the team's struggles, Levis is beginning to play a potential franchise quarterback. In his last five appearances, he's thrown seven touchdowns versus just two interceptions while taking care of the football and showcasing playmaker ability.

If Levis continues improving throughout Tennessee's final four games, his chances of returning as the starting quarterback in 2025 increase. No matter who the QB is next season, general manager Ran Carthon and head coach Brian Callahan must continue investing in the supporting cast. If it's Levis, he'd appreciate their efforts to add a QB-friendly target on the outside.

That's precisely what the Titans do in Field Yates' latest 2025 NFL Mock Draft on ESPN.

Titans draft WR Tetairoa McMillan

The Titans draft No. 7 overall in Yates' mock, which uses current standings to determine the order.

"There have been some recent signs of improvement from Will Levis, though I don't believe a quarterback investment here can be totally discounted for Tennessee," Yates wrote. "But there just isn't a third quarterback after Sanders and Ward that I believe merits consideration this high. Plus, the Titans have to find another wide receiver to complement Calvin Ridley -- the only pass catcher over 400 yards this season -- in this offense."

As Yates notes, the Titans are slated to enter the offseason without much at wide receiver. Offseason acquisition Calvin Ridley is the lone proven wideout under contract. Nick Westbrook-Ikhine is scheduled for free agency and is due a sizable raise in pay.

Veteran slot receiver Tyler Boyd is also playing out 2024 on an expiring contract. Boyd's familiarity with Callahan's offense makes him a candidate to return, but the Titans should aim to get younger and more explosive at receiver. Drafting McMillan would achieve that.

Elsewhere, first-round bust Treylon Burks remains under contract and the financial terms of his rookie deal may make it difficult to part with. The Titans certainly can't count on him though. Sixth-round rookie Jha'Quan Jackson is a candidate for an expanded role, but was recently benched for ball security issues on special teams. McMillan is a big-bodied "X" receiver that would complement Ridley well while helping the team secure a potential long-term replacement for DeAndre Hopkins.

McMillan is an extremely smooth route runner given his towering size. He's a big-bodied boundary weapon made in the mold of Tee Higgins, who Callahan previously coached with the Cincinnati Bengals. McMillan's huge catch radius would be appreciated by Levis as he continues getting comfortable in this offense.

McMillan has totaled 84 catches for 1,319 yards and eight touchdowns this season.
